According to Afghanistan’s national aviation authority, the Civil Aviation Authority of Afghanistan (ACAA), flying a drone is legal in Afghanistan, but we recommend being aware of and compliant with the drone regulations listed below before doing so.

General Rules for Flying a Drone in Afghanistan

Based on our research and interpretation of the laws, here are the most important rules to know for flying a drone in Afghanistan.

• UAVs cannot be operated in a manner that would cause a hazard to persons, property, or other aircraft.
• Drone pilots must obtain authorization issued by the state within which they plan to fly. Learn more about how to submit a request for authorization to fly in this document created by the ACAA.
• Once authorization has been obtained, a flight plan with the local aviation authority must be filed prior to an actual flight.
• Drones cannot fly over the high seas without prior coordination with the appropriate ATS Authority, which shall be obtained prior to take-off if there is reasonable expectation, when planning the operations, that the aircraft may enter the airspace concerned.
