Montenegro Drone Regulations

According to Montenegro’s national aviation authority, Montenegro’s Civil Aviation Authority (CAA), flying a drone is legal in Montenegro, but we recommend being aware of and compliant with the drone regulations listed below before doing so.

General Rules for Flying a Drone in Montenegro

Based on our research and interpretation of the laws, here are the most important rules to know for flying a drone in Montenegro.

• For each drone flight in Montenegro, both the flight and the drone pilot must be approved by the CAA prior to the operation. The application to seek approval for the flight can be found here, and the application to seek approval for the drone pilot can be found here.
• Drone operators must be at least 16 years old.
• Liability insurance is required for all drones operating in Montenegro.
• Drones may only be operated during the day.
• Drones must maintain a distance of no less than 30 meters (98 feet) between people, animals, facilities, vehicles, vessels, other aircrafts, roads, railways, water routes or high voltage cables.
• Do not fly drones within 45 meters (150 feet) of crowds.
• Unaided visual contact must be maintained between the operator and the drone.
• Do not fly a distance of more than 500 meters (1,640 feet) from the operator.
• Do not fly more than a distance of 150 meters (492 feet) vertically.
• Drone operators must maintain flight records.
• Drones may not weigh more than 20 kilograms (44 pounds).
