Oman Drone Regulations
According to Oman’s national aviation authority, the Oman Public Authority for Civil Aviation (PACA), flying a drone is legal in Oman, but we recommend being aware of and compliant with the drone regulations listed below before doing so.
Special Travel Considerations
If you’re traveling to Oman and want to bring your drone, PACA lists these special considerations for foreigners who want to fly drones:
- Only commercial drone flights are currently allowed in Oman.
- All commercial flights require a permit. The permit must be obtained before entering the country.

General Rules for Flying a Drone in Oman
Based on our research and interpretation of the laws, here are the most important rules to know for flying a drone in Oman.
- A permit is required for all drones flights in Oman, and this permit is currently only granted for commercial purposes. You may not enter the country of Oman with a drone without already having permission, and it is likely your drone will be confiscated at the airport if you try to enter without permission. - Drone pilots must be at least 18 years of age to fly.

Permit Requirements for Flying a Drone in Oman
Currently only commercial fights are allowed in Oman, and a permit is required prior to flying.
The permit has to be obtained at least 15 days before the anticipated flight, and must be obtained before entering the country (even if you don’t plan to fly on the day you arrive). Permits may be obtained from Oman’s National Survey Authority (NSA) with the following information:
- Name of the drone pilot and others involved in the planned photography / videography shoot.
- Contact information for the primary contact.
- The purpose of the shoot.
- Flight details (i.e., location, coordinates, takeoff and landing locations and time span for the planned flight).
- A description and pictures of the drone(s) that will be used.
