According to Russia’s national aviation authority, the State Civil Aviation Authority of Russia (SCAA), flying a drone is legal in Russia, but we recommend being aware of and compliant with the drone regulations listed below before doing so.

General Rules for Flying a Drone in Russia
Based on our research and interpretation of the laws, here are the most important rules to know for flying a drone in Russia.
- All drones weighing more than 250 grams (.55 pounds) must be registered.
- Fly only during the day with clear weather and visibility.
- Drone pilots must maintain a direct visual line of sight with their drone while flying.
- Do not fly over people or congested areas.
- Do not fly over sensitive areas such as military installations.
- Flights are not allowed on the Moscow Kremlin and Red Square.

Registration and Permit Requirements for Flying a Drone in Russia
Registration
Drones weighing 250 grams (.55 pounds) or more must be registered, and their operators must write flight plans to be submitted to the local air traffic controllers. Drones weighing less than 250 grams (.55 pounds) can be used without registration.

Permit
To obtain a flight permit, you must submit an application to the local office of the Air Traffic Management system.
